National Negotiating Council


We represent probation employers (the 35 probation trusts) in collective bargaining with the unions. This is how terms and conditions are negotiated for probation service employees.

We act as custodians of all current terms and conditions of employment and also provide advice, support and guidance to all boards and trusts to ensure consistency and fairness of applications. We champion best practice in all probation employment matters.

We ensure that the National Offender Management Service (NOMS) recognizes and responds to the needs of the probation service in employment matters and we work collaboratively to establish agreed programmes that reflect local needs and expectations.

We also assist trusts with their policy development, ensuring that their employment policies and procedures continue to evolve to match the environment that the service operates in, now and into the future.

National Negotiating Council Handbook

The National Negotiating Council handbook sets out the terms and conditions negotiated at national level for employees covered by the National Negotiating Council for the Probation Service (the NNC).

There are four sections to the handbook:
